Plain-language explanation
What the New Jersey record means
New Jersey has a regulated sports-wagering market, including licensed online sports pools, but its college rules are narrower than the general authorization. Wagers are prohibited on a college sport or athletic event held in New Jersey and on an event involving a New Jersey college team wherever that event is played. Other college football events can fall within the regulated framework, subject to event approval and the remaining statutory rules. The Act qualifies both rules for collegiate tournaments. The other games of a tournament in which a New Jersey team plays are not excluded, and neither are the games of a tournament held outside the state when some of them are played in New Jersey. The restriction is therefore attached to both the event location and the identity of the participating college team, not simply to the bettor's physical location.
The practical question is not only whether sports wagering is legal in New Jersey. A college football market also depends on where the event takes place and whether a New Jersey college team participates. The current legal-status finding therefore remains restricted, even though the state has a licensed sports-wagering framework.
For an out-of-state college football game between teams that are not based in New Jersey, the state-level college-event exclusion does not apply. That does not guarantee that a particular wager will be listed. The event and wager still operate within the approval and compliance requirements described in the college player-prop framework.
For a game involving a New Jersey college team, the exclusion follows the team regardless of where the game is played. A separate venue rule excludes a college event held in New Jersey even when neither participating team is based in the state. Both rules carry the tournament exception set out in the event-location finding. These findings are supported by the controlling constitutional and statutory language.
This record addresses New Jersey’s state-regulated sports-wagering framework. It does not evaluate offshore services, prediction markets, fantasy contests or the market catalog of any individual operator.

Correction: enforcement example withdrawn
A 2025 enforcement example previously listed on this record was removed because its supporting document could not be verified. The college-event exclusions never depended on it: they rest on the state constitution and the 2018 Sports Wagering Act, both cited on this record.

Correction: tournament exception added
The college-event exclusions were previously stated without the Act's exception for collegiate tournaments. The record now includes it.
